In an annual report Amnesty International criticised Sweden for the high number of suicide in prisons and holding cells, Swedish Radio said.
The London-based human rights organization also criticized Sweden for failing to provide medical services to people who have been arrested.
Sweden lack an independent organisation to investigate complaints and accusations against the police, Amnesty said.
In its hard-hitting report -- alleging powerful governments have blocked advances in global justice -- Amnesty also called for the US, China and Russia to sign up to the International Criminal Court.
"Our report shows that powerful states hold themselves above the law and protect their allies so justice is only served when expedient," Amnesty International's interim Secretary General Claudio Cordone said at the report's launch, AFP wrote.
