The man behind last week's twin attacks that killed 76 people was flagged by Norwegian police in March, the head of the Norwegian Police Security Service PST said on Monday.

Anders Behring Breivik' was flagged because of a purchase from a Polish business selling chemicals, but the incident was too insignificant to warrant a follow-up, Janne Kristiansen told Norway's public television channel NRK.
